KnifeSavers is a not-for-profit programme that empowers people to deal with bleeding caused by knife injuries through its Emergency Bleeding Control Kits, education programme and step-by-step App. It was founded by trauma doctors at the Major Trauma Centre at Aintree University Hospital in Liverpool, in conjunction with victims of knife trauma and their families.
After being stabbed, a person can bleed to death in just 5 minutes. A rapid response ambulance often takes 7 minutes to arrive at the scene. KnifeSavers wants everyone to be able to stop the bleeding - keeping someone alive for long enough to get them an ambulance and get them to hospital. Their aim is for people to know what to do and have the tools to do it.
As a result, KnifeSavers designed Bleeding Control Kits, every component has been designed with first-hand knowledge of the medical care required to treat the traumatic injuries sustained following a knife wound. They also developed Emergency Bleeding Control Cabinets to make the Bleeding Control Kits publicly accessible.
Four Emergency Bleeding Control Cabinets are now in place across Wirral, located at the following addresses:

Emergency Bleeding Control Cabinets (EBCC)

An EBCC is a locked, purpose-built Emergency Bleeding Control Cabinet containing four Bleeding Control Kits. It is located within communities and commercial locations and is easily accessible and available 24 hours a day, 7 days a week. The locked cabinets can be opened with a code provided by an North West Ambulance Service (NWAS) call handler during an emergency call.
Expectation of you:
- you will make arrangements to install the Emergency Bleeding Control Cabinet (EBCC)
- you will sign a Memorandum of Understanding with Wirral Council
- you will pay for the replacement of any components of the Bleeding Control Kits after they have been used in an incident
- you will pay for the replacement of any components of the Bleeding Control Kits if they expire – some components, like the gauze, have a shelf life of a few years
- you will order all replacement components from the approved medical supplier – KaysMedical
- if you are no longer able to act as the guardian of the EBCC then you will inform Wirral Council and the Council will facilitate its removal and relocation
- you will notify Wirral Council of any usage of the EBCC
Wirral Council will:
- provide the Emergency Bleeding Control Cabinet and the four kits to go inside it
- provide initial training on usage of Bleeding Control Kits through Wirral Council in two sessions in May. However, following these sessions, any future training will be the responsibility of the site and guardian. Training can be accessed via KnifeSavers (free)
Bleeding Control Kits

Bleeding Control Kits are the individual trauma first aid kits which are located either inside the EBCCs or in a private premises. Each Bleeding Control Kit contains an emergency tourniquet, z-fold dressing, trauma dressing, foil blanket and gloves. Each kit comes with all contents clearly labelled and numbered, with a step-by-step simple instruction inside.
Expectation of you
- you will provide clear details on where the Bleeding Control Kit is stored, including opening hours of the premises
- you will display a sticker in the window of your premises to advertise that you have a Bleeding Control Kit onsite
- you will pay for the replacement of any components of the Bleeding Control Kits after they have been used in an incident
- you will pay for the replacement of any components of the Bleeding Control Kits if they expire – some components, like the gauze, have a shelf life of a few years
- you will order all replacement components from the approved medical supplier – KaysMedical
- you will notify Wirral Council of any usage of the Bleeding Control Kit
Wirral Council will:
- provide the Bleeding Control Kit and a sticker for display in the window of your premises
