Wirral Council has developed a framework for the transformational regeneration of Birkenhead. The Draft Birkenhead 2040 Framework sets out the most radical proposals for the town since the 1947 Town Plan and is an important evidence document which will inform the emerging Local Plan.
At the heart of the proposals is the creation of family-friendly neighbourhoods with beautiful, green public spaces and parks. The plan will re-connect the revitalised town centre with the amazing opportunities along the Mersey waterfront, and will make the most of the town’s iconic heritage and buildings. The changes already underway at Wirral Waters, Wirral Growth Company’s new office quarter and market in the town centre, and the opening of Eureka! Mersey in 2022, are tangible evidence that major change is underway.
Have Your Say
Consultation on the draft Birkenhead 2040 Framework is now underway and lasts for 8 weeks until 5pm on Wednesday 19 May 2021.
To read the draft Framework and provide your comments, please visit the Council's Have Your Say page.
We have produced a detailed Framework document as well as a Summary version, plus there is a video to explain the proposals. This is only the beginning of sharing and engaging a wider audience in the regeneration plans and there will be many more opportunities to Have Your Say over the coming months.
The main report and summary documents can also be downloaded here:

The easiest way to submit comments is through the Council's Have Your Say page. However, if you are particularly interested in the impact of the Birkenhead 2040 Framework on the Local Plan and would like to respond to that specifically, rather than the survey, or submit documents in support of your comments, please email your submission to the forward planning team at localplan@wirral.gov.uk
If you have factual queries about the documents or are having difficulty accessing them, please call a member of the forward planning team on 0151 691 8235.
